Battery not charging - is there a way to confirm if it's the battery or another issue ?

Details

I have a CST800, about 2 years old.
The red led is on when mounted for charging.
However it doesn't operate and I would like to determine if the battery is really dead and needs to be replaced or is it another problem ?
Is there anyway to determine if in fact the battery needs replaced ? I hate to pay $29 for a replacement battery only to find out that doesn't correct the problem.
