Recharge light always on when in charger, is that right?

When my dust buster is in charger the recharge light is always on. It goes out when taken out of charger. Is charging light supposed to be on, no matter how long the dust buster sits in charger.

When my dust buster is in charger the recharge light is always on. It goes out when taken out of charger. Is charging light supposed to be on, no matter how long the dust buster sits in charger. I have no more words to describe the question I need answered.
