How do I hang a heavy shelf on drywall?

Details

I began by leveling and marking the wall for holes w/a pencil.
I used a 3/16 drill bit to drill hole, hoping it would match the wall anchor.
The wall anchor would not fit. I suppose I need a larger bit...
