How do I drill through ceramic tile/concrete backer board

I have ceramic tile over concrete backer board, how do I drill through both, what type drill bits and at approximately what speed?

Details

The service panel on my bathroom jetted tub is concrete backer board covered by ceramic tile. I want to fasten the panel to the wood frame using hex bolts so that I can remove the panel to get to the reset buttons on the GFCI power outlets.
